Job Description:

Job Purpose
To work as agreed with Chief Operating Officer in all Sourcing initiatives to lead the development and execution of commercial solutions targeted to realising significant value for Barclays in liase with Global Sourcing whilst creating alignment with the service, market & supplier strategies. 

This includes:
•    Development of line reports including training, coaching, monitoring and motivating them.
•    Driving performance development and setting, measuring and reporting team objectives and targets
•    Leading all sourcing initiatives in country which invoke a high degree of strategic and/or business risk & value.
•    Supporting the stakeholder in ensuring that all Sourcing activity in the business area is captured and channelled through Sourcing in a structured and timely way.
•    Close collaboration with the business to ensure strategies are aligned and support provided for category reviews.
•    Development of sourcing strategy for sector including alignment with service and supplier strategy
•    Detailed knowledge of supply market and supply base capabilities, trends, developments and regulations.
•    Promote supplier proposals regarding new ideas / innovation & identify how / whether to take forward to stakeholders for consideration.
•    Leading the negotiation of demonstrable “best in class” market deals
•    Effectively ensure that commercial synergies and interdependencies across sourcing initiatives are managed/exploited by way of commercial strategy, consistency of process and execution.

Main Accountabilities and approximate time split

COMMERICAL ACCOUNTABILITIES  60%
•    Management of all supplier / third party relationship from the commercial perspective.
•    Represent Sourcing team at senior business level, working in conjunction with leadership team to gain support for commercial recommendations and more broadly act as a trusted commercial advisor.
•    Lead the development and implementation of all major sourcing strategy.
•    Provide senior level input to the negotiations with suppliers and chosen service providers.
•    Provide strategic guidance to Sourcing team around market capability and support the formulation of strategic sourcing solutions.
•    Ensure accountable stakeholders are identified for all strategic sourcing activities.
•    Develop and communicate commercial plans effectively together with cross functional team members to achieve business approval.
•    Champion Sourcing team activities to remove obstacles to delivery and resolve business issues.
•    Create and embed the culture  and values needed to deliver excellent results for Sourcing and its internal customers.
•    Understand business strategy for categories and quantify business needs in the short, medium & long term plans from all stakeholders.
•    Manage the relationship between Sourcing and the relevant business unit, with a view to improving the effectiveness of engagements between the business area and Sourcing.
•    Effectively manage supply side dependencies & interactions up to senior level through the Sourcing life cycle internally with internal customers &  colleagues and externally with suppliers/ third parties.
•    Communicate plans & strategy to external suppliers/third parties ensuring business requirements of both strategic and operational level are signed off and delivered.
•    Conduct detailed supply market & supplier research.
•    Strategically manage the relationship between Sourcing and the service provider with a view to continually improving the service offered.
•    Lead formal supplier performance reviews across all business need – influencing cost management, development , productivity….etc.
•    Collaboration with suppliers and continuous process improvements.
•    Manage periodic feedback from internal customers in relation to perception of the service offered.
•    Ensure that supplier contracts drive performance against quantifying business needs & continuous improvements.
•    Ensure appropriate engagement of legal resource & manage legal input to meet business and Sourcing needs to ensure that contractual issues are properly managed.
•    Monitor effectiveness and progress plan in the establishment of contract database.
•    Accountable for completion of all Sourcing documentation according to Group Audit requirements.
•    Accountable for identifying & mitigating risks in all Sourcing projects.
•    Ensure that all strategic & operational suppliers adhere to Corporate & Social Responsibility requirements.
•    Ensure that all strategic suppliers adhere to BCM requirements.
•    Ensure compliance to all Sourcing reporting required by Global Sourcing.

LEADERSHIP AND MANAGEMENT ACCOUNTABILITIES
•    Support Chief Operating Officer in establishing strategic direction for the wider team and leading own teams accordingly.
•    Provide clarity of direction and focus to team members. Demonstrate appropriate leadership and management disciplines & behaviour with direct reports to achieve business goals.
•    Undertake personal reviews to reflect achievements against targets and agree continuous improvement. Own for personal development, analyse performance & skill gaps. Agree development requirements and training plans.
•    Ensure personal development plans are complete, training plans are executed, and that training effectiveness is monitored.
•    Provide active leadership and support across wider commercial community within the bank to enable effective team performance.
•    Support & contribute to team building events & team dynamics through personally demonstrating leadership & team attributes.
•    Champion new ways of working with own team and wider community, ensuring new ways of working and cultural changes are embedded.
•    Effectively manage team morale, meetings and communications
•    Accountable for adherence to team audit requirements.

•    Graduate calibre with significant commercial management experience across a number of business disciplines

•    Experience and successful record in commercial negotiations.

•    Knowledge of sourcing and suppler management methodology.

Understanding of Sarbanes Oxley and Basel 11
